Create a multi-colored tutu by simply looping pre-cut strips of tulle and ribbon on an elastic waistband. This kit is quick and easy and requires no sewing. The project is easy enough to finish within a half hour, but the kit does not give you enough material to finish the project. You wind up with "holes" around the skirt where there is not enough material to fill it. The band that you attach the material to is just an elastic band that fit my 4-year-old just fine (she is 37 pounds). It's cute, but they need to include more material.
